can't create digest

I'm trying to create a digested version of a list and I'm having
the following problem:

1. Copies of mail to the standard list are accumulating -- as I
think they should be -- in the digest directory.
2. When I send an e-mail message to force creation of the digest
I get a return message saying: "digest failed error, no messages
to process".
 
I must have overlooked something in a config file. Any help
appreciated.
