I know it's repetitive, but you must specify the outgoing list as the last
argument to resend.  Since I don't know the name of your outgoing list, I
can't tell you the exact fix but it would be something like

listname: "|/usr/local/majordomo/wrapper resend -l sf_gallery -h
           vaughan.fac.unbc.edu listname-outgoing"

listname-outgoing is the alias that does any final archiving and includes
the list of addresses.
