Subject: does resend require the -outgoing alias?

One thing that's not clear to me from the 1.93 documentation
is whether resend requires the -outgoing alias.

Would these two aliases be enough for a list?

bongo-owner: kevink@concorde.com
bongo: "|/path/to/wrapper resend -l bongo -h concorde.com"

Or does it need to be this way:

bongo-owner: kevink@concorde.com
bongo: "|/path/to/wrapper resend -l bongo -h concorde.com bongo-outgoing"
bongo-outgoing: :include:/path/to/lists/bongo

It seems to me that if the first alternative works, it would make
it harder for non-subscribers to spam the list.

I've looked at the resend script, and I see a line where it screams
for the -outgoing alias, but I don't see where it uses that info.

Can anyone tell me how to patch resend so that if the -outgoing 
alias is missing it defaults to the subscriber list?
