As long as they're small text files, not really.  Just set $filedir and
$filedir_suffix as you wish in majordomo.cf and place the files in
$filedir/$listname:

$filedir = "/usr/local/lists/archive";
$filedir_suffix = "";

The files go in /usr/local/lists/archive/$listname and have no special
suffix.  Everything will happen automatically.

You mean "index sample".  Yes, this works fine.

Not at all necessary.  Just make sure that the majordomo user can read the
files.
