Subject: Bouncing messages incorrectly

I'm using majordomo 1.93.

I have a couple of lists set up, and most things are working normally.
But, I've started experiencing some weird bounces. Someone sent mail to
the list with a subject line that read:

	Subject: Help!  P226 Scope Mounts, Tactical Lights

This was bounced to the list owner (me) as an administration request.

When I sent mail to the list today with a subject line that read:

	Subject: Important! Email Addresses!

this was also bounced to the list owner (me) for the same reason!

Piping the messages through the approve script does not work. It gives an
error that the resendxxxx.in file could not be created because it already
exists, so I have avoided using it (approve).

What *SPECIFICALLY* is causing these bounces? I have administrivia = yes
in the .config file, but is it the use of exclamation marks in the subject
line that makes majordomo think it's an administration request? Is this
normal? If so, how do I change the code so that it doesn't look for "!"
makes?
