Unless I have a weird version of 1.93, it can't be the same reason.
The first one bounced because the first word in the subject line
is "help".  A message like this will always bounce.  The second
one shouldn't have bounced as aministrivia.  Could it be that
you aren't subscribed to that list, even though you're the
owner?

About the approve error - take a look and see if maybe there
are OLD resent files hanging around in /tmp and delete them.
