I had a similar problem - bounces were not being sent. I was using
"Precedence: bulk" in my list messages, and my sendmail was setting
messages with "Precedence: bulk" to a negative priority.
Because of the negative priority, my sendmail was ignoring all bounced
messages. I bumped the priority up to zero and then it started sending
bounce messages.
(note: I am using an older version of sendmail)
