Majordomo can serve small text files with it's "get" command.  You set
$filedir and $filedir_suffix as required and the get and index commands
should work automatically.  These variables are explained (and set) in
majordomo.cf.

If Majordomo doesn't do it, look at procmail, mailagent, or even plain old
vacation, all of which can do autoresponding.  (vacation does nothing but
autoresponding.)  I can't imagine anyone actually paying money for
something that so many free programs do so well.
