This is untested, but it might be worth a try:
list: list-mod-real, list-real
list-real: "|wrapper resend blah blah list-outgoing"
list-outgoing: :include:blah
list-mod: list-mod-real, list-real
list-mod-real: "|wrapper resend blah blah list-mod-outgoing"
list-mod-outgoing: :include:blah
Of course, you want to use the tricks for hiding your outgoing list if you
care about the security of your moderation.

I don't think this has much to do with Majordomo itself, you just have to
make sure an incoming post gets sent to both lists without any alias loops.
