I too have this same problem. At least with "moderate = yes". I was
searching throught the archives and found what I think may be the problem.
I think that the aliases may not be set up to use the resend command. See

I am not the system administrator for our majordomo system and have not yet
been able to contact him to look at the alias files... but it looks very
good that this is the answer. I am experiencing that anyone can send to my
lists even if they are not subscribed.
