Up to version 1.93, the list.info file is appended to the welcome
message. This is the same file that is sent in response to the
"info list" command.
Version 1.94 will append a list.intro file (if one exists) before
the list.info file. The idea is that list.intro will be info
for subscribers only. The list.info file is sent to both new
subscribers as well as after the welcome message.
