The list has 'administrivia' enabled in the list .config file:

        # administrivia      [bool] (yes) <resend>
        # Look for administrative requests (e.g. subscribe/unsubscribe) and
        # forward them to the list maintainer instead of the list.
administrivia     =   yes

Key words in the subject header or first 5 lines of messages will cause
'administrivia' to bounce them. You (or the list owner) can either turn
'administrivia' off (fetch the .config file via a 'config' request, edit
the file, and update it via a 'newconfig' request: see the majordomo(8)
man page for details), or simply have the list owner approve the bounced
messages to have them posted to the list. If you elect to turn off
'administrivia', be sure you aren't also enabling it in the list alias
with the '-s' option.
