Sure, and it would be fairly easy.  How well do you program perl?

One of the things I like about majordomo is that it's very easy for me
to customize for things like this.  One of the first things I did was
to add message-id checking using a dbm database to catch duplicates
going to lists.  This required less than five lines of perl.
