No, definitely not.  Majordomo does not interpret commands sent to the
wrong address.  It does examine messages for matches to any of
$admin_headers, $admin_body, taboo_header, taboo_body,
$global_taboo_headers or $global_taboo_body, though, and bounces messages
which match to the moderator for approval.
