Perhaps, but leading whitespace (spaces or tabs) indicate continuation
lines (to sendmail at least), so you don't need to close and reopen the
quotes. For example:

my-list-archive: "|/some/really/long/path/to/majordomo/wrapper archive2.pl
    -a -m -f /some/really/long/path/to/majordomo/lists/my-list.archive"
