I've hacked resend so that it maintains a database of Message-Id:s for
each mailing lists and checks each message against that to catch
duplicates. This uses the perl database handling, dbmopen under
Perl-4.? and tie in perl-5.
This catches the vast majority of duplicates before they go out to the
lists.
