Your understanding is incomplete. As the subject line says, Mj is
bouncing the message for approval because it thinks it might be a
misdirected administration request. If it's not, you can simply approve
it for posting (see the approve program).

Mj makes this determination by looking for specific words or phrases in
the first few lines of the message. You can specify the regexes used in
1.94 (see "taboo" entries in majordomo.cf and the list .config file) or
you can turn the checking off by setting the 'administrivia' variable to
'no' in the list .config file.
