Make certain that you're following majordomo-workers if you want to use
development versions.

That would be difficult, since off is not a legal value for who_access.

Did you even try "approve password who listname"?  Did it fail, or behave
in a way which you didn't expect?  Sticking "approve password" before a
command is the general way to override any protections placed on it.

It is a bit under-documented, but since you're willing to play with
development versions, I'll just point you at the do_approve routine in the
majordomo script.
