Max Length

As near as I can tell, the MAX_LENGTH variable serves two purposes:
maximum length of messages to the list and a trigger for creating digests.
Now the question is, which MAX_LENGTH variable?

For Example:

In the file "banjo.config"...

MAX_LENGTH = 40000

But in the file "banjo-digest.config"...

MAX_LENGTH = 100000

What happens?  Obviously, no messages over 40K can go to the "banjo" list,
but when is the digest created?  At 40K or 100K?  Is there a way to keep
the "banjo" limit at 40K while increasing the "banjo-digest" creation
trigger to 100K?  Is there a way to NEVER create a digest based on
accumulation of list messages to ensure regular time-based delivery?
