Peter, how many times do we have to say it: sendmail is not doing what
you have described because it cannot. No matter how many times you want
to beat your head against the wall and claim otherwise, sendmail
(currently) has no queue splitting code in it.
You are running something else, either instead of or in addition to
"vanilla" sendmail. Find that, and you should have your answer.
