You mail the command in the body of an e-mail message to your majordomo
address, e.g. majordomo@shadow.sconnect.net. For example, suppose the
new list is named "burfl", so that goes in the 2nd field (<list>). The
3rd field is the password for the list. By default, new lists are given
a password composed of the list name with ".admin" appended. Thus the
command mailed would be the single line:

config burfl burfl.admin
