bulk_mailer. It's location is in the FAQ. 

You configure it as your outgoing alias:

test-outgoing:"|/usr/local/bin/bulk_mailer owner-test@smoe.org /majordomo/test"

I use it, and it works very well for speeding delivery, but it
does place a fairly heavy load on the system for big lists.
