This isn't necessarily true.  Some sites do charge for how much
bandwidth you use, over a certain allowance; it's not uncommon at
all.

Better yet, charge based on two things:

* how many subscribers
* how much traffic

A list with 1000 subscribers, that one person sends one message to
every other week, is probably a lot less "costly" to my system than
100 people on a list sending 100 messages a day.
