Majordomo unfortunately knows absolutely nothing about MIME.  This is being
worked on.

Aside from that, I can't quite comprehend what you're asking.  Do you want
each outbound message to be somehow encrypted with the recipient's public
key or something?  I can't bear to think of the overhead that would
require, though I do recall that the pgpdomo package did something like
this, albeit not in the MIME multipart/encrypted format.
