I have tested the patch you are using for article_issue, and had same
troubles. The patched resend intends to rewrite "$listname.config" file
for renewing "article_issue" every mail, but if two or more mails are
received in a short time duration, another rewrite process begins before
the initial rewrite process has not been completed. Please try to avoid
generating two or more rewrite processes.

I think the patch you are using does it. Another way is to combine
"distribute" with MD.
