approving mail with attachments

As the moderator of a list, I am trying to send an email with an attachment
using Eudora Pro.  I've tried using BinHEx and MIME and come up with the
same problem.   I am adding the Approved: <password> line at the top.
Instead of going to the members of the list, it comes back to me with the
"bounced for approval" message and it has appended the attachment to the
bottom of the mail.

It works fine when I don't use attachments and it works fine if I don't
moderate.
