I think I'm right in saying that the Approved header has to be ahead of
all the message headers, and if it's just sitting at the top of the
message with all the headers "behind" it, it's not going to work.
A more reliable way (although a little clunky) would be to send the
un-Approved message to the list and then, when it bounces, forward it to
the list with the Approved header at the top of the message, in front of
the headers.
