Did you look in the README and follow the instructions for decoding this?
On my system that's a temporary failure; you should read your sendmail logs
and/or the Majordomo debug logs to see what Sendmail thinks the problem
is.  It may be running out of space on the spool disk, or it might be
having some other problem.
