"Open" has always been the default condition for who access, inasmuch as
release versions of Mj before 1.94 had no way of making it "closed", and
defaulting to "open" in Mj 1.94 and 1.94.1 maintains consistant behaviour.
The patches that allow for it in Mj 1.93 and earlier are unofficial, always
have been, always will be.
