Then you must have 'administrivia' turned on in your list's config file.

No, it bounced to you as a possibly misdirected list subscription attempt.
You are supposed to read the message and decide if it's a legitimate
message or if a clueless user has sent a list command to the wrong
address.  If you want the message to go through, approve it.
