How about....

1. Auto-e-mailing the FAQ (or at least a pointer with a stern
   warning!) to all new subscribers.

2. Auto-e-mailing the FAQ (or at least ...) to everyone the first time
   they post a message.  Someone does this for comp.lang.perl.misc; I
   dunno how much it helps, but it really can't hurt.
