Thing is, this is almost exactly what news servers do. That is what makes
news servers good for site-wide announcements. And you automatically get
to control (through moderation) what gets posted and where. And you do not
have to worry about different architectures because almost everything has a
news reader these days. And you can easilly control how long messages are
"archived", or whether or not they are ever expired.
And my favorite reason: it is less obnoxious than mass mailings.
