Sounds like you have administrivia enabled in the list's config file. 
That tells Resend to look for keywords that could be administrative
requests (subscribe, unsubscribe, etc.) in each message and, if found,
bounce the message to the list owner instead of sending it to the list. 
Nice feature, because every list has a certain number of subscribers who
send administrative requests to the list instead of to Majordomo, but it's
a mixed blessing.  Once the list owner receives the bounced message,
he/she has to read it and decide whether it's an administrative request or
a valid list message.  If administrative, he then has to act on it.  If a
valid message, he has to resend it to the list (see instructions in the
"list-owner-info" file). 
 
I let my lists run with administivia enabled for a while, but found it a
hassle.  Now I have it disabled, and use a cron job to post a short "how
to unsubscribe etc" message one a week.  Another approach is to configure
a "To Unsubscribe:  Blah, blah. blah" footer in the list's config file.

To turn off administrivia, change the boolean from "yes" to "no".  in this
section in the list's config file. 

     # administrivia        [bool] (yes) <resend>
     # Look for administrative requests (e.g. subscribe/unsubscribe) and
     # forward them to the list maintainer instead of the list.
administrivia       =   yes
