Hmmm. Is that a line that *should* be in the config file for an

On your problem with getting the who, why not store TWO copies of your
config file ready to send. Use your subject line for distinguishing
whether who_access is list or closed. It just takes a second to send
the list email out to modify, send a second message to who your list
and then close it again.
(I have to do this with moderate = yes and no since approval won't
work with my provider's set-up.)
