You'd be better off reading the documentation on the system in question,
particularly the manual page for 'aliases'.  Basically, that line replaces
everything after the first colon with the addresses in the filename after
the third colon, concatenated with intervening commas.  In other words,
:include:file is replaced by the addresses in "file".
