No, you need to be able to create aliases and other root type
stuff. So you can't install it, usually.
If you can convince your school that it's worthwhile to have
majordomo running there, they can set it up for you so that you
can run your own lists.
Other options include using something like Pegasus to run your
own (small) list, or checking out low cost commercial list hosting
sties (like, hey, my own MLists).
