You've got it now but without any majordomo commands to admin it ... just
add another file to the restrict_post directive and put "NOMAIL
subscribers" in that file. (Is there a patch to bring the admin of such a
second list of subscribers into majordomo?)

Of course this doesn't help with the desire to have a "don't resend list
info file if it's a resub" feature either.
