Probably because the FAQ distributed with Mj is profoundly out of date.
What follows is the 2nd paragraph from the answer to question 3.10 of
the FAQ distributed with 1.94.3, the same paragraph from the last FAQ
mailed to this list by the FAQ maintainer, and the diff between them.
The latter version is correct, whereas the former continues to spread

required". If the moderator wishes to approve the message for the
list, then you need to tag the message as "approved" and send it to
the list. The "approve" script which comes with Majordomo does this

a UNIX system with Perl), you have to do it by hand. The easiest
way is to forward the original message to the list, add the line
"Approved: approval-password" to the very first line of the body,
leave a blank line, and then the entire contents of the original
