You're not calling majordomo on your list.

>leetest: :include:/usr/local/majordomo/lists/leetest

This should be

leetest: "|/usr/local/majordomo/wrapper resend -l leetest leetest-outgoing"
leetest-outgoing: :include:/usr/local/majordomo/lists/leetest

If you don't call the wrapper before you send to the list of
addresses, the mail never gets checked by majordomo.
