yes. tell her to get a better mail program.

a less flip answer: microsoft mail programs are rather spastic
about this; she will need to set up an address book entry
for the list, and use that address book entry exclusively when
sending to the list. once that is done, she can turn off rich
text format for that entry in the address book.

not a very good solution because it's easy to forget to use the
entry in the address book, but given the current state of microsoft's
email products, there is no _good_ answer.
