bounce problem

With majordomo 1.94.1, I get an administrative "BOUNCE" if a 
message has certain key words, e.g., "unsubscribe."  

If I use forward (in pine, to avoid quoting), delete the
forward message, and add 
the topic of the message ends up BOUNCE etc. and the headers
are included (I deleted the first batch), so the message simply
goes to the list "as is."

What am I doing wrong here?

(I have the .majordomo file in my home directory, but I think
the "approve" script is being accessed directly.)
