Actually it is correct procedure if that's the way you have it set. It
keeps commands from those people not bright enough, too lazy or too
forgetful who send commands to the list address rather than the admin
address from going "to the list."

The messages are checked for commands like subscribe, unsubscribe, etc. If
these words are found within (I think) the first 15 lines of the message
(though I'm pretty sure you can change the number of lines it looks), the
message is bounced to the list administrator for handling. If it really is
a list command rather than a message, the list administrator can handle
it. If it isn't, the list administrator can approve it and send it to the
list.

If you don't want this function, set:

	administrivia     =     no

in the list config file.
