The software is simply asking you if you (as the list owner) wants the
message to go out.  It thinks it might be a list command incorrectly sent
to the list address.

So either just approve the command as outlined in the documentation
(specifically list-owner-info) or set 'administrivia = no' in your list's
config file.  No rewriting of resend is necessary (who on earth told you
that?) but you should make eure that you're running the current version.
