At risk of violating a mailing-list charter by suggesting a competing
program... I presently use SmartList instead of Majordomo (mainly because
for a while there majordomo compile and install was getting too finicky
and complex, and making lists was also complex, and no users seemed to
know how to manage lists with it, etc etc).

With SmartList, if it thinks a posting to the list looks like a command,
it executes the command. It seems fairly flxible in its command
interpretation too, and I find it very simple to create a list with it.

I am still following Majordomo developments thats why I am on this list
still, but... if you really need to process commands sent to the list,
without bugging the list-owner, SmartList may suit your specific needs
better than Majordomo does.
