Read RFC822 for the real standard.  It's complicated, but basically
international characters aren't allowed and there are odd rules for
punctuation characters.  The rules change when you're in parentheses.

Are you certain it's Majordomo?  It doesn't ever modify any of the headers
except the subject, although it will add and delete some.
