We (at a local ISP) had to deal with this problem too..  we solved it by
changing the outgoing.pl scripts. You have to edit it that way, it scans the
file, and calls the /usr/ns-home/blahblah/sendmail program for every
recipiens (or multiple recipients at once).. You also need to copy/edit the
headers in the outgoing.pl scripts.

It isn't too difficult, but it might take some time :)
