Subject: why is this message not being sent through?

My majordomo list has been working fine for me in the couple months
since I first set it up. I'm a list administrator, not the site manager.

Then one of the folks on the list sent this message [with the subject
Noise Engineering Computing Users Help Web Page]:

Need help with a computing related problem? Check out the
Noise Engineering Computing Users Help Page, accessible
from the Noise Engineering Home Page (look for "Noise
Computing Help" under "Noise Web User Help"), or by typing
in the following URL:

The message came back to me as this:

To: owner-noise@bcstec.ca.boeing.com
Subject: BOUNCE noise: Admin request

Followed by the text of the message. It doesn't seem to matter who sends
that message, it always bounces. But other messages (even by the
original sender) are going through fine. What am I missing?
