8 bit characters are patently illegal in mail headers (read RFC822); you
must use one of the weird MIME header encodings if you want them.

No idea.  That's up to your MTA (Sendmail).  Perhaps it actually took that
long to progress through the list.  It delivers the addresses one at a
time.

Look at your MTA logs.  Sendmail logs every successful delivery by default.
