You should not expect the list to be kept in any order. If necessary,
though, you can sort it externally.
Why is it necessary to keep the list in any order at all? There is a
preferred order (reversed domain), but it is decidedly not alphabetical.
If you just want the output of the who command to be sorted, that is a
simpler matter.

Majordomo works on addresses, not names. The only verification it does is
to make sure that the address is syntactically valid. What's a name,
anyway? It would require human intervention to verify, and you can get
that by making the list closed.
