Mailing list that doesn't allow posting, only receiving

I have been asked by someone to set up a mailing list where he's the owner
and the only one who can post to it and have all who are subscribed to it
receive messages that he posts but not be able to post to the list.  Is this
possible?

Any help on this would be GREATLY appreciated! :)
